Company Portal Apps Stuck at "Download Pending" When Windows Session Uses Local Account

On devices where the Windows session is logged in using a local account, users can:

  1. Open Company Portal.
  2. Successfully authenticate with their Entra ID.
  3. View available applications.

However, when attempting to install an application, the installation never begins. Company Portal displays:

"Download pending..." "Your device is syncing and will begin downloading your app shortly."

The status remains unchanged for an extended period and the application is not downloaded or installed.

I am getting below error in AppWorkload.log

[StatusService] Unable to authenticate user TEST-25H2-7-RG\Commericial.

[StatusService] Unable to instantiate a Status Service class because the sidecar agent is unable to get UserId.

*** "Commericial" is a local ID**

**There is some dependency i can't use Entra ID to login into device. There are 1K+ devices in our environment.
**
**Is there any solution in this scenario. **

that log line looks like the IME can't map the local windows session to an entra user, and company portal installs depend on that user. if signing in with entra really isn't an option, make the apps Required on a device group with install behavior set to System. the win32 doc says users don't need to be logged in for those, so the local account session stops mattering. anything that has to install per user won't work that way though.
