Azure subscription disabled, but why?

A week ago I created a Microsoft account and Azure subscription for my business, where we are considering adding some photo editing through AI (GPT image edit v2 or something). Setting everything up was a ridiculous nightmare, the Azure environment is not user-friendly, with services and projects and foundries and billing and subscriptions and such. It all seemed to work in the end, but in hindsight maybe something went wrong during the account setup.

I tested a few AI models, then suddenly a few days later while I was testing more I was hit with an email saying "We've disabled your Azure subscription", and the services stopped working:

To protect the security and privacy of your account, we perform routine audits of all Azure subscriptions. During one of these audits, we identified suspicious activity in your subscription that violates the Microsoft Acceptable Use Policy. We’ve disabled your subscription until the issue can be resolved. Your subscription is not incurring any new charges. If there is any outstanding balance from when your subscription was active, you can pay it here at end of your billing cycle. If you believe this is an error, please contact Azure support.

I have not done anything to violate any policies, so I click "Contact us" and tried creating a ticket. First I have to explain the situation to an AI, it tells me "You should create a ticket", then asked me if this tip solved my issue or if I need to create a ticket. So I create a ticket. I believe an "Account review team"-ticket. There I explain what I'm seeing and asking what I can do. A few hours later I receive this response:

Thanks for reaching out to Microsoft Azure support. Sorry we were unable to verify your account information. Based on this, the earlier decision remains, and your account will stay closed. Andrea

The ticket is closed and I still have no idea what is wrong. To me all the account information looks correct, but maybe I don't know where to look. I reply to the email, but nothing happened, then I open the support page and clicked "Reopen ticket", then a few hours later I got this:

Thanks for reaching out to Microsoft Azure support. Sorry we were unable to verify your account information. Based on this, the earlier decision remains, and your account will stay closed. Daniela

Again it was closed. I replied "What information do you need", and reopened. Then I got

Thanks for reaching out to Microsoft Azure support. Sorry we were unable to verify your account information. Based on this, the earlier decision remains, and your purchase won’t be completed. Michael

I just opened it and wrote "help" and got

Thanks for reaching out to Microsoft Azure support. Sorry we were unable to verify your account information. Based on this, the earlier decision remains, and your purchase won’t be completed. Isabella

In the middle of this I also tried opening a different support ticket, but I am no longer able to do so. I fist explain the situation to the AI in charge of support tickets, then it tells me I have to open a ticket, which is why I'm there, then I have to choose "Account review" from the drop down, then it "thinks" for a while, then it tells me "Your account or subscription is disabled for security reasons. We detected suspicious activity or terms of use violations and disabled your subscription to protect the owner of the payment instrument and Microsoft. If you believe this is an error, continue to submit a support ticket with the security team to review the decision."

But there is no way to move forward. I cannot open a ticket, there is no "Continue"-button like there was the first time. There is no way to open a support ticket to "Account Review", and there is no "Security team" to send it to. I am completely stuck. Am I lost? What year is it? Did the AI win?

For context, I am the only person having interacted with Azure in any way, both in account/service-setup and in usage. The thing I am testing is uploading a photo of a person and have generative AI stylize it with a prompt. During these past few days, I have only tested uploading one single photo, a headshot of myself, to several different models with several different prompts (this way I am sure to know if the generative AI is changing the face too much for recognition, because I know my own face down to the smallest detail). No other photos were uploaded, and I am a 35 year old subbled man.

If for some wild reason it actually is against policy to upload this photo of myself to this service, then surely it would be conveyed in a better way? And stated in the policy. Having skimmed the policy, I cannot find any part saying I can't. And the responses saying "unable to verify account information". I am simply stuck and have no idea what to do.

What am I supposed to do now, and where was I supposed to find out what to do now?

Edit:

I just received another autogenerated e-mail saying

Your subscription and services will be deleted on November 21, 2026 Because we detected a violation of our service terms on October 22, 2026, we’ll permanently delete your data on November 21, 2026. Please log in and save any important data before then. If you think this is in error, please contact Azure Support for assistance.

I'm a millennial, so I hate using the phone. But I have nowhere else to turn, so I called Microsoft support, and lo and behold, it's another AI - and it doesn't know what Azure is, then it hung up on me.

Hi Stian Flatby & thx for join me at Q&A platform,

ur frustration here, especially when support keeps closing the case without explaining what information couldn't be verified. And with the November 21 deletion notice, this is no longer just an account activation issue.

One important distinction: the "unable to verify your account information" response doesn't necessarily mean your AI image-editing activity violated Microsoft's content policies. Azure has automated account verification, fraud prevention, and abuse detection systems. A new subscription can be flagged during those checks, but the exact reason isn't visible to us, and Microsoft generally doesn't disclose all the signals behind these decisions.

Uploading and editing a photo of yourself isn't automatically a policy violation. Nothing in your description establishes that the photo caused the suspension, so I wouldn't assume that's what triggered it.

The problem now is that your account review has been rejected, but you haven't been given a usable way to clarify or correct the information. Unfortunately, there's no Azure CLI command, portal setting, or technical workaround that can reverse this type of restriction. The account review team needs to handle it.

I'd stop opening repeated tickets with the same explanation. Instead, use the existing case number and request a manual escalation, specifically explaining that multiple reviews returned the same generic verification failure without identifying any corrective action. Ask whether additional business, identity, address, or payment verification is required and whether there's a secure process for submitting it.

If the portal no longer allows you to create or reopen a support request, I'd ask a Microsoft Q&A moderator to help escalate the blocked support process through a private channel. Include the existing support case numbers, the subscription-disabled notification, and the November 21 deletion deadline. A moderator can't override the security decision, but may be able to help route the issue to the appropriate support team.

The deletion notice is particularly important. I'd explicitly request confirmation of whether the scheduled deletion can be paused while the appeal is reviewed. Don't assume that opening another case automatically stops the countdown. If you can still access any data or resources, export whatever is important now.

You shouldn't need to purchase a paid Azure technical support plan just to raise an account or subscription management issue. The challenge here is getting the existing account review process escalated, not finding a different technical support tier.

I also wouldn't recommend creating another Microsoft account or subscription to work around the restriction. That could trigger additional verification issues without resolving the original problem.

I will help to u establish a private escalation path to the Azure Account Review team.

Stian, one question: does the original support case still appear under Help + support > All support requests, even though it's closed? If it does, that case number is probably the best starting point for escalation. No need to share personal verification documents or payment details publicly.

    rgds,

    Alex
