Appropriate roles: All Partner Center users
Use Partner Center to enroll your organization in Microsoft Marketplace or Microsoft 365 and Copilot. During enrollment, you provide business and publisher information, accept the applicable agreements, and complete verification.
This article explains how to:
- Enroll as a new partner.
- Enroll by using an existing Microsoft AI Cloud Partner Program (MAICPP) account.
- Create another publisher.
- Add another program to an existing publisher.
- Select and manage the correct seller account.
Note
Microsoft Marketplace can appear as Commercial Marketplace in Partner Center. Microsoft 365 and Copilot is a separate program enrollment. Choose the program for the type of solution you plan to publish.
Understand partner identity
Use the following definitions when selecting a location or creating a publisher in Partner Center.
| Term | Definition | Where to find or use it |
|---|---|---|
| Partner ID | A Microsoft-assigned identifier once enrolled in Microsoft Cloud AI partner program (MAICPP). A global Partner ID identifies the Partner Global Account (PGA), which represents your organization. A location Partner ID identifies a Partner Location Account (PLA), which represents a business location or subsidiary. | Review Partner IDs under Account settings > Organization profile > Identifiers on the MAICPP tab. Select an eligible location Partner ID, not the global Partner ID, for Marketplace or Microsoft 365 and Copilot enrollment. |
| Seller ID | A Microsoft-assigned identifier that uniquely identifies a developer/publisher account in Partner Center. It identifies the seller account, not the partner location or an individual offer. An eligible seller account can be enrolled in both Marketplace and Microsoft 365 and Copilot. | Review the Seller ID under Identifiers > Publisher or Legal info > Developer in the relevant account context. Use it to identify the affected publisher when contacting support. |
| Publisher name | The customer-facing display name associated with your publisher and its offers or apps. It can reflect your business or brand and is separate from your registered legal business name and account identifiers. | Enter it when creating the publisher. Review the name in the publisher list or the developer profile's contact information. Changing the legal business name doesn't automatically update this display name. |
| Publisher ID | A unique identifier for a Marketplace publisher. It is separate from the customer-facing publisher name, the Partner ID, and the Seller ID. | Enter or confirm it when creating a Marketplace publisher, following the form's validation rules. Don't use an offer ID or a location Partner ID in this field. |
For example, a location Partner ID identifies the business location under which you enroll. The Seller ID identifies the resulting publisher account, and the publisher name is the name customers see. These values serve different purposes and aren't interchangeable.
Prerequisites
Important
Your organization must be enrolled in the Microsoft AI Cloud Partner Program (MAICPP) to enroll in Commercial Marketplace or Microsoft 365 and Copilot. A Microsoft Entra work account alone doesn't meet this prerequisite. If you're a new partner, complete the required MAICPP enrollment steps through the new-partner flow, including a combined enrollment flow where available. If you're already enrolled, use your existing MAICPP enrollment and an eligible location Partner ID.
Before you start, ensure you have:
- A Microsoft Entra work account in the tenant your organization uses for Partner Center.
- Authority to accept legal agreements on your organization's behalf.
- Your registered legal business name, address, country or region, and primary contact information.
- A business registration number
- A customer-facing publisher name and the publisher information requested for your program.
- Access to business registration and domain ownership documents for verification.
Use the following roles for the applicable tasks.
| Task | Role |
|---|---|
| Start a new Microsoft AI Cloud Partner Program (MAICPP) enrollment | Global admin |
| Create or manage a partner location | Account admin |
| Add another Commercial Marketplace publisher | Account admin |
| Add another Microsoft 365 and Copilot publisher | Account admin |
| Add a program to an existing publisher | Owner of that publisher |
| Assign users to a publisher | Owner or Manager in the selected seller account |
| Complete verification | Global admin or Compliance admin; Account admin for MAICPP; Owner or Manager for developer programs |
To check your access, go to Settings > Account settings > Overview > View permissions. To find an administrator, open User management and filter the list by the required role. For developer-program permissions, first select the relevant seller account in the account picker.
For more information on roles for Marketplace or Microsoft 365 and Copilot programs, see [Roles, permissions, and workspace access for users][permissions-overview#all-roles-applicable-to-microsoft-marketplace-program-or-microsoft-365-copilot-program].
Important
Global admin is a tenant role. It doesn't replace publisher-specific Owner or Manager permissions for every task. Make sure you have the appropriate role in the account you're managing.
Choose your enrollment path
| Your situation | Procedure |
|---|---|
| You're new to Partner Center and want to publish Marketplace offers | Enroll a new partner in Commercial Marketplace |
| You're new to Partner Center and want to publish Microsoft 365 or Copilot solutions | Enroll a new partner in Microsoft 365 and Copilot |
| Your organization already has an active MAICPP enrollment | Confirm your partner location, then enroll an existing partner |
| You already have an eligible publisher and want to use it for the other program | Add a program to an existing publisher |
| You need another publisher for an existing program | Add another publisher |
Before creating an account, review Account settings > Programs and Organization profile > Identifiers > Publisher. Use your existing enrollment or eligible publisher when it meets your business needs.
Enroll a new partner in Commercial Marketplace
Use this procedure if your organization doesn't already have a Partner Center enrollment. This process submits request to enroll in MAICPP and Commercial Marketplace simultaneously.
- Open Partner Center, select Build, and then select Next.
- Select Login with work account and sign in with your organization's work account. If you don't have a work account, follow create-work-account, then return to enrollment.
- Confirm that the company, country or region, signed-in account, and tenant are correct.
- On the program selection page, select Commercial Marketplace, and then select Next.
- When prompted, select the legal entity or billing account for the business you're enrolling.
- Review the legal business and primary contact information. Enter a business registration number if requested.
- Enter your Publisher name and Publisher ID. Use a unique ID and follow the validation requirements displayed in the form.
- Review the Microsoft Publisher Agreement and Microsoft AI Cloud Partner Program Agreement.
- Accept the applicable terms and select Enroll or Accept and continue, as displayed.
- Complete verification.
- Confirm your enrollment and set up access.
Important
Creating a work account or submitting an enrollment request doesn't complete verification. MAICPP enrollment becomes active after verification inputs are submitted by you and is authorized by Microsoft. Complete any remaining program actions before you start publishing.
Enroll a new partner in Microsoft 365 and Copilot
Use this procedure if you're new to Partner Center or aren't enrolled in MAICPP. You must establish the required MAICPP enrollment as part of the new-partner process before completing Microsoft 365 and Copilot enrollment.
- Open Partner Center, select Build, and then select Next.
- Select Login with work account and sign in with your organization's work account. If you don't have a work account, follow create-work-account, then return to enrollment.
- Confirm that the company, country or region, signed-in account, and tenant are correct.
- On the program selection page, select Microsoft 365 and copilot program, and then select Next.
- When prompted, select the legal entity or billing account for the business you're enrolling.
- Review the legal business and primary contact information. Enter a business registration number if requested.
- Enter your Publisher name. Use a unique name that must show up in the Marketplace and follow the validation requirements displayed in the form.
- Review the Office Publisher Agreement and Microsoft AI Cloud Partner Program Agreement.
- Accept the applicable terms and select Enroll or Accept and continue, as displayed.
- Complete verification.
- Confirm your enrollment and set up access.
Confirm your partner location
If you already have a MAICPP enrollment, use a location Partner ID, also called a Partner Location Account (PLA), when enrolling in Marketplace or Microsoft 365 and Copilot. Don't select the global Partner ID, also called the Partner Global Account (PGA).
MAICPP enrollment creates a global account and a default location account. The default location is usually sufficient to get started. Reuse an appropriate existing location instead of creating a duplicate.
To review or create a location:
- Sign in to [Partner Center][partner-center] in your organization's MAICPP tenant.
- Select Settings > Account settings > Organization profile > Legal info.
- On the Partner tab, open Business locations.
- Review the existing locations and identify the location Partner ID for the legal entity you're enrolling.
- If an appropriate location doesn't exist, have an Account admin select Add location.
- Select an existing legal entity or provide the required business name, address, and contact information. Select Add location to save.
- Confirm that the location Partner ID is available. Complete any requested verification before continuing.
Important
You can't change the country or region of a global or location account after you create it. Choose the correct country or region before you save. Legal business information changes can require verification.
Create more locations when your business operates as separate legal entities. Don't create a location for every offer or app. For more information, see [Manage locations in your partner account][locations].
Enroll an existing partner
Confirm that your organization has an active MAICPP enrollment in the tenant you want to use before continuing. Use that enrollment rather than repeating MAICPP enrollment.
Commercial Marketplace
- Sign in to Partner Center.
- Select Settings > Account settings > Organization profile > Identifiers.
- Open the Publisher tab and review the existing publishers.
- Select Add publisher.
- Select Commercial Marketplace or Microsoft Marketplace, and then select Continue if prompted.
- Select the Publisher location using the eligible location Partner ID.
- Enter the Publisher name and a unique Publisher ID. Complete the required contact information.
- Review and accept the applicable publisher agreement if presented.
- Select Save or Accept and continue, as displayed.
- Complete any requested verification, and confirm the program registration under Account settings > Programs.
If you want to reuse a publisher instead, follow Add a program to an existing publisher.
Microsoft 365 and Copilot
- Sign in to Partner Center and select Settings > Account settings > Programs.
- On Your Programs, find Microsoft 365 and Copilot, and select Get Started.
- Select Next on the program selection page to open Identifiers > Publisher.
- Select Add publisher, and then select Microsoft 365 and Copilot.
- Select the eligible location Partner ID and enter your company and publisher information.
- Review the contact information and the Microsoft Publisher Agreement presented by the enrollment experience.
- If authorized, accept the terms and select Accept and continue.
- Complete any requested verification.
- Return to Account settings > Programs and confirm that Microsoft 365 and Copilot is registered.
Add a program to an existing publisher
You can use an eligible publisher for both programs. You must be an Owner of the publisher to add another program.
- Sign in to Partner Center.
- Select Settings > Account settings > Organization profile > Identifiers > Publisher.
- Review Active programs and select the publisher that isn't already enrolled in the program you want to add.
- Select Add program, and then select Microsoft Marketplace or Microsoft 365 and Copilot.
- Review the location Partner ID and company information. If a Partner ID is already associated with the publisher, you can't edit it in this step.
- Review and accept the applicable terms, and complete the enrollment.
- Confirm the program registration in Account settings > Programs.
Note
If a legacy publisher is associated with a global Partner ID and can't be used for another program, use an eligible location-level publisher or contact support. Don't assume that its Partner ID can be remapped or that its offers will move to another publisher.
Add another publisher
An organization can have multiple publishers. Add another publisher only when an existing one doesn't meet the business need. For Marketplace payout planning, review the location and currency guidance before creating more publishers.
- Go to Settings > Account settings > Organization profile > Identifiers > Publisher.
- Select Add publisher and the required program.
- Select the location Partner ID.
- Enter the publisher name and complete the program-specific identifier and contact fields.
- Review any agreement or confirmation displayed. If the form includes an Accept and continue checkbox, select it.
- Select Save.
- Confirm that the new publisher and Seller ID appear in the publisher list.
Work in the correct seller context
Important
Select the account for the intended Seller ID in the account picker before working on that seller. This selection establishes the seller context for publisher-specific settings, user permissions, and publishing activities. Signing in to the correct tenant or viewing a publisher in the Identifiers table doesn't replace selecting that seller account in the account picker.
Once the publisher is available:
- Open the account picker in the left navigation.
- Select the publisher account associated with the Seller ID you want to manage. If the picker displays publisher names, use the name to select the account and verify its Seller ID.
- Confirm the selected account's Seller ID under Account settings > Organization profile > Identifiers > Publisher or Legal info > Developer.
- With that seller selected, manage its publisher settings, assign its user roles, review its developer verification, or create submissions in Marketplace offers.
- To work on a different seller, return to the account picker, select that seller account, and confirm its Seller ID before making changes.
Permissions and program enrollment are specific to the selected seller account. Access to one seller doesn't automatically grant access to another. Selecting a seller doesn't grant new permissions; you must also have the required role for that seller.
Complete verification
Microsoft verifies your contact and business information. Verification can include email, identity, employment, business, and additional checks. After submitting enrollment, continue to Verification Summary and provide requested details. Verification usually takes three to five business days, but additional review can take longer. The primary contact receives verification communications; other authorized users can complete verification steps.
Check the Developer tab or the relevant seller profile for Marketplace and Microsoft 365 and Copilot verification. An authorized MAICPP profile doesn't by itself confirm that every developer-program check is complete.
For more information, see [Understand verification][../enroll/understand-the-verification-process].
Confirm your enrollment and set up access
- Open Account settings > Programs and confirm the required program is registered.
- Open Identifiers > Publisher and confirm the intended publisher, Seller ID, location, and active programs.
- Use the account picker to select the account for that Seller ID and establish the correct seller context. Confirm the Seller ID before making publisher-specific changes.
- Open Account settings > User management and assign the appropriate publisher roles. An Owner or Manager can manage developer-program user permissions.
- Confirm that the required verification checks are complete and no enrollment actions remain.
- Open Marketplace offers and select the appropriate program tab to begin the separate offer or app submission process.
- If you plan to transact through Microsoft, complete the applicable payout and tax requirements.
